What is cirEmAtmPvcVccStatsOdometerCellsEncodedLoA?
This OID stores the lower 32 bits of the lifetime encoding odometer for side A, which must be combined with the HiA value for the full 64-bit total. Odometer counters are useful for determining the service lifetime and total workload of a connection without worrying about counter resets. For example, the combined HiA+LoA value tells you the lifetime total cells processed by the encoder.
