What is cirAtmSpvcVccStatsOutCellCountLoB?

This OID stores the low-order 32 bits of cells transmitted on side B, combining with the high-order counter to form a complete 64-bit outbound cell count. Engineers use this counter alongside inbound counts to detect congestion, packet loss, or load imbalance on the connection. If outbound cells increase but inbound cells on the remote side don't, it suggests the remote endpoint is dropping or not receiving data.
