What is cirAtmSpvcVccStatsInOdometerCellCountHiB?

This OID records the high-order 32-bit portion of valid cells received on the input side, used for billing and traffic accounting. Network operators track inbound cell counts to verify bandwidth consumption and detect anomalies in received traffic. A value of 5000000 combined with the low-order counter gives a multi-billion cell total for billing records.
