What is cirAtmSpvcVccStatsInCellCountLoB?

This OID stores the low-order 32 bits of valid cells received on side B, completing the 64-bit inbound cell counter when paired with the high-order value. A counter that stops incrementing indicates either a network outage, failed connection, or a problem on the remote side preventing data transmission. Comparing this to outbound cell counts shows whether traffic is balanced or if one direction is more active than the other.
