What is callContrlResAllocApply?

This read-write field is a binary toggle (0 or 1) that controls whether pending call control resource allocation changes become active. Engineers set this to 1 after making resource configuration changes to apply those modifications to the running system. For example, setting it to 1 activates any pending changes to call control memory or connection limits.
