This tracks the low-order 32 bits of cells received across a bridge connection on side A, working with the high-order counter for the complete count. This lets you track end-to-end bridge efficiency by comparing total ingress and egress cells over hours or days of operation. If decoded equals encoded on both high and low portions across both sides, the bridge is perfectly balanced and losing no traffic.
