This OID stores the high-order 32 bits of a counter tracking how many ATM cells were successfully decoded on side A during the current stats window. Engineers compare this to the encoded count to verify that data arriving at side A is being processed correctly and no cells are being dropped. For example, if encoded count is 5 billion and decoded count is also 5 billion, it shows no data loss on that side.
