What is atmSvcVccStatsOutOdometerCellCountLoA?

This OID stores the low-order 32 bits of the lifetime outbound odometer count in direction 'A', which when combined with the Hi field gives the total cells ever transmitted on this VCC. Network engineers use this persistent counter to validate that outbound capacity is being used symmetrically with inbound capacity and to catch long-term one-way communication failures. If you see the odometer pair showing zero cells transmitted over a month while receiving millions of cells, the ATM switch or remote endpoint is not properly returning traffic.
