What is atmSvcVccStatsOutCellCountLoB?

This OID holds the low-order 32 bits of cells transmitted on an ATM SVC VCC in direction 'B', completing the 64-bit counter for accurate long-term outbound traffic measurement in that direction. Network engineers must read both Hi and Lo fields and combine them to get the true transmission count, which is essential for billing accuracy and detecting counter wrap-around issues. If the Lo field continually resets without the Hi field incrementing, it indicates a counter software malfunction that needs immediate attention.
