This OID stores the high-order 32 bits of cells transmitted outbound on an ATM SVC VCC in direction 'B', critical for measuring return-path traffic and ensuring bidirectional links are functional. Network engineers compare outbound cell counts between directions A and B to verify that traffic is flowing symmetrically and to validate that QoS policies are treating both directions fairly. If direction B outbound counts are near zero while direction A inbound counts are high, it suggests the remote endpoint is not receiving your data or is not responding.
