What is atmSvcVccStatsInOdometerCellCountLoB?

This OID holds the low-order 32 bits of the lifetime inbound odometer count in direction 'B', and must be combined with the Hi field to determine total cells ever received from the remote endpoint. Network engineers use the complete odometer pair to track cumulative inbound usage for billing and to verify that the circuit has actually carried traffic since it was provisioned. If both the Hi and Lo odometer fields show zero for inbound traffic in direction B despite weeks of uptime, it indicates either no traffic has arrived or the odometer counter is broken.
