What is atmSvcVccStatsInCellCountLoB?

This OID contains the low-order 32 bits of cells received on an ATM SVC VCC in direction 'B', and when combined with the Hi field provides the complete inbound count for that direction. Network engineers use the Hi+Lo pair to track total cell arrivals and spot if the counter is malfunctioning—if it doesn't increment monotonically or if Hi+Lo values don't match expected traffic volume, the ATM endpoint may have a software bug. A value showing high cell input but corresponding output counters staying near zero suggests the remote end is sending traffic but the local endpoint isn't responding.
