What is atmSvcVccStatsInCellCountLoA?

This OID stores the low-order 32 bits of the valid cells received on an ATM SVC VCC in direction 'A', combining with the Hi field to form a complete 64-bit counter for accurate long-term billing and traffic analysis. Network engineers must monitor both Hi and Lo values together to get the true cell count and prevent billing disputes or missed anomalies due to counter overflow. When the Lo field rolls over to zero, the Hi field should increment by one—if this doesn't happen, it indicates a counter tracking problem.
