Sets the sustained cell rate for traffic returning from side B to side A, allowing each direction to have its own independent average bandwidth limit based on expected traffic. Engineers use this to optimize bandwidth allocation by matching each direction to its specific traffic profile and usage patterns. For example, if outbound traffic is 30,000 cells/sec sustained but return traffic is only 10,000, the engineer sets different sustained rates for each direction.
