Engineers configure this lower than the peak rate to allow temporary traffic bursts while keeping the average usage manageable and predictable. For example, a sustained rate of 50000 cells/sec with a peak of 100000 means the connection averages 50,000 cells/sec but can spike to 100,000 for short periods.
