What is atmSpvcVccStatsOutOdometerCellCountLoA?

This OID stores the low-order portion of cumulative outbound cells transmitted on the A-side, creating an odometer-style counter immune to statistics resets. This separation into high and low portions protects against counter overflow on high-speed circuits with enormous traffic volumes. When the low-order counter reaches its maximum (4 billion) it rolls over while the high-order increments, maintaining accuracy.
