What is atmSpvcVccStatsInCellCountLoB?

This OID contains the low-order 32-bit counter of cells received on side B during the current statistics period, paired with the high-order counter. Network teams use this to calculate current receive throughput and spot when reception on side B degrades or stops. A counter that stays at 0 or increments very slowly indicates poor reception quality on side B.
