What is atmPvcVpcTrafficShapingA2B?

This OID controls whether traffic shaping (rate limiting and smoothing) is applied to traffic flowing from A to B. Engineers enable this when they need to enforce bandwidth caps or smooth bursty traffic to prevent congestion on the outbound path. For example, enabling traffic shaping might limit A-to-B to 5 Mbps to match the contracted service level.
