This read-write OID defines the sustained cell rate for A-to-B traffic (cells per second), which is the average throughput the circuit is designed to handle continuously without loss. You tune this based on your typical usage pattern; traffic above this rate may be dropped during congestion unless it fits within the burst size allowance. A value of 100000 cells/second reserves roughly 30 Mbps for normal usage while allowing peak rate bursts.
