What is atmPvcVpcStatsOutOdometerCellCountLoA?

This OID stores the low 32 bits of a 64-bit counter tracking total cells sent on path A's outgoing direction. Combined with OutOdometerCellCountHiA, this provides a complete traffic count and helps detect transmission issues if the outgoing count falls behind the incoming count. For example, if you see incoming cells arriving but outgoing count staying flat, it signals a transmission blockage.
