This OID stores the high 32 bits of a 64-bit counter measuring cells sent on path B's outgoing direction, typically the backup or secondary transmission path. Monitoring this counter alongside path A outgoing helps verify that dual-path load balancing is working correctly and that cells are actually being transmitted on both paths. If the counter never increases, the path is likely down or not in use.
