What is atmPvcVccStatsTimer?

This OID shows how many seconds have elapsed since ATM PVC statistics collection began on this circuit, effectively a timestamp of when the counters were last reset. Network teams use this to normalize throughput calculations and to know how long the current sample window has been running. For example, if the timer shows 86400 seconds, the counters have been collecting for exactly one day.
