What is atmPvcVccStatsOutCellCountHiA?

This OID stores the high 32 bits of a counter that tracks the total number of valid ATM cells successfully transmitted out of a Permanent Virtual Circuit (PVC) in the A-to-B direction. A network engineer monitors this along with its low-bits pair (OutCellCountLoA) to measure data throughput and billing accuracy on ATM virtual circuits. For example, if both Hi and Lo counters are incrementing steadily over time, it indicates normal outbound traffic; if they stop changing, it suggests the circuit is down or congested.
