What is atmPvcVccStatsInOdometerCellCountLoB?

This OID holds the low 32 bits of the lifetime incoming cell odometer for the B-to-A direction, which pairs with InOdometerCellCountHiB to track total received cells from inception. Engineers use the odometer counters to build historical usage reports and to identify when a circuit begins receiving significantly more or less traffic than usual. For example, a sudden drop in the rate of increase of this counter might signal the far-end equipment is failing.
