What is atmPvcVccStatsInOdometerCellCountHiB?

This OID preserves the high 32 bits of cumulative received cells over the entire lifespan of the PVC in the B-to-A direction, providing a historical record independent of session counters. Service providers examine this to ensure both directions of a circuit have received approximately equal traffic over time, flagging circuits with extreme asymmetry. A big difference between A-to-B and B-to-A odometer totals suggests the traffic is primarily one-directional.
