What is atmPvcVccStatsInCellCountHiB?

This OID holds the high 32 bits of a counter tracking valid ATM cells received on a PVC in the B-to-A direction (the return path). Engineers use this counter to verify bidirectional traffic balance and to catch asymmetric link problems where data flows one way but not the other. For instance, if the InCellCountHi counter increases but the matching outbound counters on the far end are stuck at zero, it indicates a unidirectional failure.
