What is atmPnniRtVbrCellRateMargin?
This OID stores a safety margin (0-255, often as a percentage) added to advertised cell rates to account for network variability in RT VBR connections. Engineers use this to tune how conservatively the network admits calls; a higher margin protects against unexpected congestion but may block valid connections. A value of 25 might represent 25% margin, meaning if you ask for 1000 cells/sec, the network reserves capacity for 1250 cells/sec.
