This OID defines the cell loss tolerance when counting both priority levels (CLP=0 and CLP=1) for RT VBR, allowing the network to drop low-priority cells first under stress. Administrators set a higher loss threshold here than for CLP=0 alone because the system can shed CLP=1 cells to protect real-time quality. A value of 1 in 10,000 means slightly more loss is acceptable when including low-priority cells.
