What is atmPnniRtVbrAvailCellRate?
This OID defines the maximum sustainable cell rate available for RT VBR traffic without triggering congestion controls, measured in cells per second. This differs from the peak rate; it's the speed at which the network can continuously sustain traffic without losing cells or violating delay guarantees. A value of 5000 cells/second means the application can send steadily at that rate forever; bursting above it risks quality problems.
