What is atmIfStatsValidCellsInLo?

This stores the low 32 bits of a 64-bit counter of valid ATM cells received, and must be read together with the high word to get the true count. Operators watching this OID are looking for signs of ATM link degradation or SLA violations. For instance, a low word of 500,000,000 combined with a high word of 1 means the interface has successfully received about 4.3 billion cells since last reset.
