What is atmIfStatsTimer?

This read-only counter (range 1-899 seconds) tracks the elapsed time since the ATM interface statistics were last reset. Engineers check this timer to understand how long the current statistics have been accumulating and whether recent spikes in error counts are meaningful or just noise. For example, if the timer shows 300 seconds and you see 15 errored cells, that's 1 error per 20 seconds, helping you assess link quality.
