What is atmIfStatsNullCellsOutLo?

This stores the low 32 bits of the 64-bit null cells output counter and must be combined with the high word for the complete count. Monitoring null cell transmission helps operations staff verify that the ATM interface is functioning normally and filling gaps with idle cells as designed. A low word of 750,000,000 combined with a high word of 1 means the interface has sent roughly 7.75 billion idle cells.
