What is atmIfStatsNullCellsOutHi?

This stores the high 32 bits of a 64-bit counter tracking empty (null) ATM cells sent out to maintain timing on the link. Engineers track null cells to understand link utilization and verify that bandwidth policing is working correctly. For example, a high word of 500,000,000 indicates the interface has sent billions of idle cells when the line was underutilized.
