This OID configures the sustained cell rate for the reverse direction, allowing asymmetric bandwidth allocation between upload and download paths. Set this lower than the forward direction if your return traffic is lighter or you want to prioritize downloads. Example: 50,000 cells/sec sustained on B-to-A (versus 100,000 on A-to-B) creates a 2:1 asymmetric link: 186 kbps download, 93 kbps upload.
