What is atmAtmSpvcVpcStatsInOdometerCellCountLoA?

This stores the lower 32 bits of the persistent input cell count on the A side for billing purposes, never reset automatically by the system. Engineers rely on these counters to generate accurate usage reports; the odometer persists even after regular statistics are reset for accounting cycles. A low-order billing count of 500,000,000 represents 500 million cells in the lower portion of the incoming count.
