This counter holds the upper 32 bits of the total valid cells received on the side A endpoint, supporting 64-bit cell counting. Network engineers use this with the low-order counter to track total traffic volume on the connection—important for capacity planning and SLA verification. Combined with StatsInCellCountLoA, a reading of HiA=1 and LoA=0 means 2^32 + 0 = 4,294,967,296 cells have arrived on side A.
