What is atmAtmSpvcVccStatsOutOdometerCellCountLoB?

This OID holds the low-order 32 bits of transmitted cells from endpoint B, completing the 64-bit outgoing cell counter for that direction. Network engineers use this to verify traffic is actually leaving endpoint B and to detect one-way circuit failures or congestion. For example, a stalled low counter on B while A's counter continues to increase signals a potential link failure on the B side.
