This OID contains the high-order 32 bits of the outgoing cell counter on endpoint B, tracking cells transmitted from that end back toward endpoint A. Engineers monitor this to confirm bidirectional traffic and to balance charges between the two directions of the circuit. For example, symmetric traffic should show roughly equal outgoing counts on both A and B sides.
