This OID stores the high-order 32 bits of the 64-bit outgoing cell counter on endpoint A, tracking valid cells transmitted for billing verification. Engineers use this to ensure traffic is leaving the ATM interface properly and to validate costs charged by the service provider. For example, a high counter value of 1 with a low counter of 0 indicates approximately 4.3 billion cells have been transmitted.
