What is atmAtmSpvcVccStatsInOdometerCellCountHiB?

This OID stores the high-order 32 bits of the incoming cell counter on endpoint B (the opposite end from A), tracking received cells for billing. Engineers verify that cells arrive consistently at both ends of the circuit and that the counts at A and B roughly match (accounting for transmission direction). For example, if endpoint A transmitted 1 trillion cells, endpoint B should have received approximately the same number.
