What is atmAtmSpvcVccStatsInCellCountLoB?

This OID holds the low-order 32 bits of the inbound cell counter for endpoint B, serving as the lower portion of total ingress traffic on the B side. Network engineers use this value along with the high-order counter to measure complete traffic flow on the B endpoint for performance monitoring. For example, a value of 1000000 represents the lower portion of total cells received, requiring addition of high-order bits for the full count.
