This OID holds the low-order 32 bits of the 64-bit counter for valid ATM cells received on endpoint A, functioning as the lower portion of total ingress cell count. Engineers use both the high and low counters together to capture the full range of inbound traffic statistics without overflow. For example, a value of 4294967295 in the low counter indicates maximum 32-bit capacity, requiring addition of the high counter to get total cells.
