This OID sets the maximum cell transmission rate allowed on the A-to-B path, measured in cells per second as a 32-bit integer. Network engineers configure this as a hard cap on throughput to prevent one circuit from monopolizing the link during peak traffic. For example, setting a value of 100000 enforces a hard limit of 100,000 cells per second on the A-to-B direction, roughly equivalent to 37.6 Mbps.
