What is accX25SwitchCallFails?

This read-only counter tracks how many X.25 call attempts have failed (couldn't be switched) due to no routes, blocked calls, or resource exhaustion. System administrators correlate this with the "CallSucceeds" counter to measure the X.25 switching success rate and identify reliability problems. For example, if CallFails is 500 and CallSucceeds is 100,000, the success rate is 99.5%, which is healthy.
