Lowest LCID to be used for PVCs.

What is accX25PvcBase?

This integer specifies the starting logical channel identifier number for permanent virtual circuits on this X.25 port, reserving a range separate from switched circuits. Network engineers configure this to organize which channel IDs are used for permanent versus temporary connections, making the circuit numbering predictable. If set to 65, permanent circuits start at channel 65 and count upward, leaving lower numbers for SVCs.
