What is accUToffset?

Stores the time zone offset from UTC as three bytes representing hours, minutes, and seconds past midnight. Engineers configure this so the device reports events in the correct local time zone and logs make sense to operations staff. A value of 050000 means the device is 5 hours behind UTC, such as for US Eastern Standard Time.
