What is accIsdnStatHdlcOutDiscs?
This counter tracks the number of outgoing packets that were dropped by the D-channel driver software because it was too busy or had insufficient buffer space. A network engineer would watch this to detect if the interface is overwhelmed with control traffic or if there are resource constraints. For example, a count of 3 discarded packets during a single call setup suggests the interface was congested when processing that signaling request.
