Description:

The Network Number the neighbor might advertise.

What is accIpxRteFltrNetwork?

This stores a 4-byte IPX network number that acts as a matching criterion in a route filter rule. Network engineers use this to selectively accept or block specific IPX networks that a neighbor is advertising, allowing fine-grained control over which routes enter the routing table. For example, you might filter on network 11223344 to only allow that network through while blocking others.
