What is accDialBackupDamp?
Controls a dampening mechanism that prevents excessive call attempts when the primary link has intermittent problems. Without dampening, a flaky link might trigger dozens of reconnection attempts per second, overwhelming the system. A value of 3 might mean 'increase the retry delay by 3 seconds for each consecutive failure.'
