What is accDialBackupCallCongestion?
Sets the traffic threshold as a percentage of the primary link's speed (0 to 101%) that triggers an automatic backup call. When outbound traffic reaches this percentage, the system automatically dials in an additional connection to handle the load. A value of 80 means 'dial backup when traffic hits 80% of the primary link capacity.'
